I at first answered that I would just politely decline. Having actually experienced it last night, can I change my answer to the third one?
A level 3 dorf warrior came up and asked me (meaning my pali alt) if I could spare any armor or pp. Hoping that I could get rid of him, I told him that all the armor I had was medium size only. Didn't work. He begged for that so that he might be able to sell it to get some money off of it. Nothing seemed to shake him off my tail. Thinking of this thread, I asked in /gu if anyone had 1000cp on them that were near Butcher. Fortunately, I was grouped with a fellow guildie, and I told her what was going on. She came over and I turned and started talking to her. After about 5 minutes of ignoring him, he finally left.

There was a beggar in the bazaar yesterday. He insisted many times that i was his friend, and asked for a donation. I asked him "What makes me your friend?' And he replied " Because i'm cool and friends with everybody ". So i told him that friends dont let friends be beggars.

I generally either ignore beggers or, if they are low-level, explain to them (usually using /ooc) that they need to kill things and sell the drops to make money.
Twink beggers, people who use plz, pls, etc. don't warrant my attention -- if they're too lazy to type the extra three letters I'm too lazy to do anything for them.
The ones I will help out are the ones who are playing their hearts out, struggling to get that first bit of cured silk or whatever. If I don't have any equipment on me that I'd be willing to give away I'll usually give these folks a few peridots. I know they won't realize the value of what they have until they go to sell, and have fun imagining their response when the vendor finally tells them how much they'll get paid.
Port requests are treated similarly. If someone says please and I'm not engaged at the moment I'll usually port them. If they fail to use any form of common courtesy, or if I'm grouped I'll tell them "I'm not porting at the moment."
On the rare occasions when I'm not /anon or /role and someone has the temerity to ask me "HEY! Can you port?" I reply, simply, "Yes" -- and, to prove it, I do... I gate out.
p.s. For you non-port types, if you want to look like an "in-the-know" player carry a stack of small portal fragments and give a few to a wizard when you get an xloc. We appreciate the fact that you acknowledge that there is a material component for most xlocs, but they only cost a little over 1pp each. It's the gesture that counts. You know who the biggest contributor is to begging? Verant and Sony themselves.
I seem to recall reading about it in the manual that came with my game. They said to go up and ask higher level people if they have anything they can't use anymore, and most would be HAPPY to help out and GIVE you their cast offs.
So if you've ever wondered why they never do anything about those annoying lowlifes...that's why. ">
