It really doesn't matter if the servers themselves are up.. If they haven't reset the login server, you can't get to the server screen anyways. And the login server is generally the last server they put up.

I've never known that page to work very well. I boot up EQIM to check which servers are up and down - usually, on a patch day, if any servers are down, it means you won't be able to get in (i.e., a little while ago, Tarew Marr and Quellious were the only servers listed as down, but still couldn't get past login server, so enh).
